Dear Dr. Reyes:

This letter is in response to your Freedom of Information Act request dated April 22, 1994, in which you requested records pertaining to: "any records referencing the Fort Garland, Colorado military installation in connection with human subjects research, psychological assessment, or behavioral modification programs, 1928–1945."

A search of Department records responsive to your request has been completed. We have located records that are responsive in part. Pursuant to our review, we are releasing certain records with portions withheld, attached as Enclosures A and B to this letter.

We note that your April 22 request is related to your earlier request of March 14, 1994 (FOIA No. 94-BG-0047), and that the responsive records partially overlap. Documents released in response to 94-BG-0047 are not duplicated in this response.

Basis for Withholding

Portions of the attached documents have been withheld pursuant to Exemptions (b)(1) (national security) and (b)(6) (personal privacy), as described in our response to FOIA No. 94-BG-0047.

We additionally note that certain records responsive to your request cannot be released as they contain references to                                 the disclosure of which has been determined to be prohibited under standing classification authority.
