This letter is in response to your Freedom of Information Act request dated March 14, 1994, in which you requested records pertaining to: "any behavioral research programs, personnel assessments, or genetic studies conducted by or on behalf of the Department of Defense involving civilian subjects or dependents, 1925–1950."
A search of Department records responsive to your request has been completed. We have located records that are responsive in part. Pursuant to our review, we are releasing certain records with portions withheld. Released materials are attached as Enclosures A through C.
Portions of the attached documents have been withheld pursuant to the following exemptions to the Freedom of Information Act:
Exemption (b)(1) — Information that is currently and properly classified pursuant to Executive Order 12958, as amended, and is withheld in the interest of national security. This exemption has been applied to pages of responsive records in their entirety.
Exemption (b)(6) — Information that, if released, would constitute a clearly unwarranted invasion of personal privacy of individuals identified in the responsive records. This exemption has been applied to names, dates of birth, and identifying information for all individuals referenced therein.

This memorandum concerns the status of the behavioral assessment initiative currently designated and summarizes the findings of the review conducted by this office in .
The review confirmed that subject recruitment for the program's phase was conducted through coordination with in the following regions: Pacific Northwest, Northern California, , and Virginia. Subjects were selected from families meeting the criteria established in .
Selection criteria included but were not limited to: documented family history of , military service of male-line progenitor in the period through , and preliminary behavioral assessment scores in the range.
Enrollment figures as of the review date: subjects enrolled across program sites. Of these, had completed initial assessment phase; were in ongoing assessment status.
